China Rising Confusion?

Some people, including me, have been having trouble with China Rising, the BF4 DLC. First off, if you Pre-Ordered BF4 and got the code for China Rising, and tried downloading it but asked for payment, it hasn't "Officially" come out yet. You got a code for public release. Everybody who can play have Premium and can play on the DLC 2 weeks before release. Public release if December 17th, 2013. Until then, you have to wait sadly.
